That is so even if those changes in traffic patterns harm a business by reducing its customers. <a href=\"https:\/\/public.courts.in.gov\/Decisions\/api\/Document\/Opinion?Id=Bqs--fMEhKNqTAM3BdDqjZVqjg0DWf6ElPJ7ZosuKRZBfz4LKTPSN0GXO-RGZsYO0\">Indiana v.
